DE Energy Consultants advises building owners on Local Law 97 compliance, decarbonization planning, and energy capital projects. We work on the owner's side of each engagement and are compensated only by our clients.
Who We Are
LL97 compliance usually involves several parties. Energy auditors document how a building performs, design professionals prepare the engineering, contractors install the work, and equipment suppliers provide the systems. Each has a defined role. Owners are also well served by an advisor whose role is to represent their interests across all of them.
That is the role we fill. We do not accept referral fees or commissions from contractors or equipment suppliers, and our compensation comes from the owners we advise.
Our recommendations follow the building's data. In some cases that supports a capital project. In others it supports phasing work over several years, aligning upgrades with planned equipment replacement, or starting with operational changes.
We work from the building's utility bills, benchmarking history, and compliance filings, so that capital decisions reflect how the building operates.
We rank measures by emissions reduction per dollar and consider how each one fits the building's existing capital plan and replacement schedule.
LL97 limits tighten in 2030 and again in 2035. We evaluate options against future periods as well as the current one, so that near-term work supports later compliance.

Heating and cooling systems, fuel switching, heat pump electrification, steam and hot water conversions, and building envelope performance, reviewed in the context of how the building is operated.
LL97, LL84, LL87, and LL88, along with NYSERDA and Con Edison incentive programs. We follow rule changes and filing requirements as they develop.

How We Work
LL87 audits identify how a building uses energy and where savings are available. We use audit findings as a starting point for a compliance plan and help sequence and implement the recommended measures.
Licensed design professionals prepare the engineering and contractors perform the installation. We represent the owner through that process by developing scope, reviewing bids, tracking schedule and budget, and confirming the completed work matches the contract documents.
Where a building already has a filing agent or LL97 consultant, we coordinate with them so that compliance filings and capital planning rely on the same data and assumptions.
Few ownership teams have staff dedicated to LL97. We work as an extension of the existing team, providing specialized support without the cost of a full-time position.
