About Us
We help NYC building owners navigate Local Law 97 and energy capital projects with the technical depth of an engineering firm and the loyalty of an in-house advocate — without the conflicts of interest that come with the contractor side.
Who We Are
DE Energy Consultants was founded on a straightforward observation: most of the firms advising NYC building owners on LL97 compliance have a conflict of interest. Contractors want to sell upgrades. Energy auditors want to file reports. Equipment vendors want to move product. Nobody is purely on the owner's side.
We are. Our practice is structured so that we have no financial relationships with contractors, equipment suppliers, or vendors of any kind. We don't receive referral fees. We don't have preferred partners. Our only revenue comes from our clients — which means our only obligation is to them.
That independence is what makes our advice worth something. When we recommend a capital project, it's because the numbers support it. When we tell a client to wait, it's because spending now would be premature. We have no incentive to say anything else.
We model actual building performance from real utility data — not rule-of-thumb estimates. The difference matters when you're deciding whether to spend $2M on a retrofit.
We prioritize projects by emissions reduction per dollar spent. The cheapest path to compliance is rarely the most obvious one — and it's almost never the one a contractor proposes first.
LL97 limits tighten every five years. A strategy that solves 2025 but ignores 2030 isn't a strategy — it's a delay. We plan for all three compliance periods from day one.
Our Expertise
Our team brings together engineering, construction management, and energy policy experience across NYC's most complex building types — giving us the technical range to handle the full spectrum of what LL97 compliance actually requires.
MEP systems, fuel switching, heat pump electrification, steam and hot water conversion, building envelope performance — we understand how buildings actually use energy, not just how they report it.
LL97, LL84, LL87, LL88 — plus NYSERDA programs, Con Edison incentives, and federal IRA credits. We track every development in NYC's building energy regulatory landscape so our clients don't have to.
From RFP development and contractor vetting to construction oversight and system commissioning, we bring hands-on capital project management experience to every engagement.
Why DE Energy Consultants
Auditors produce reports. We develop strategies and manage execution. An LL87 audit tells you what your building uses — it doesn't tell you how to reduce it cost-effectively, and it doesn't hold anyone accountable for the outcome.
Contractors are paid to install things. We're paid to make sure the right things get installed, at the right price, with the right performance guarantees. We write the specs they bid against and verify the work they perform.
Many LL97 consultants come from a legal or policy background — they understand the law but not the engineering. We model actual mechanical system performance, not just carbon factor math. The difference shows up in the recommendations.
Most building owners don't have the bandwidth or the specialized expertise to manage LL97 compliance internally. We function as an extension of your team — without the overhead of a full-time hire — and bring the depth of a specialized practice.
